Harjumaa — what changes outside the city
Tallinn sits inside Harjumaa, but the county is many times larger than the city. That creates a practical difference: the same order to Lasnamäe and to Kuusalu is not the same order. Here is what changes and what does not.
In short
- County
- Harju county, the most populated in Estonia
- Municipalities
- Tallinn plus 15 rural municipalities and towns
- Closest
- Viimsi, Harku, Saue, Rae, Jõelähtme — just beyond the city limits
- Furthest
- Kuusalu, Kose, Anija, Padise — up to 50 km from the centre
- Sale hours
- 10:00–22:00, exactly as in Tallinn
- Age limit
- 18, ID at the door, no exceptions
The rules are identical in the county and in the city: the Alcohol Act draws no line at the city boundary. Only time and availability differ.
What changes and what does not
The rules do not change. Sale hours 10:00–22:00, the age limit of 18, ID checked at the door — all of it applies in Kose exactly as in the city centre.
Time changes. In Tallinn people talk about a 5–30 minute window. For Viimsi and Harku that is usually similar; for Kuusalu or Padise you are talking hours rather than minutes, and usually an arrangement made in advance.
Availability changes. The further from the city, the fewer services go there at all. Asking whether the address is covered is quicker than hoping it is.

The closer to the city limits, the simpler and faster. If your address sits on the edge, just ask — the answer is yes or no, not a negotiation.
